CAL WATER BOARD TO PACIFICORP: RESUBMIT WATER QUALITY APP BY 9/30/08Klamath Riverkeeper - 8/26/08

On Friday July 11, the day before the Water Board’s CEQA process was to initiate, PacifiCorp withdrew their clean water permit application. The withdrawal letter stated that PacifiCorp was withdrawing in order to “facilitate settlement negotiations.” However, since withdrawal, there have been no meetings between PacifiCorp and the Klamath Settlement Group and no settlement proposal has been offered to the Klamath Settlement Group for consideration. According to the Water Board, this situation -- the withdrawal of a water quality certification permit application without resubmitting another alternative application – is highly uncommon. So uncommon that it has led the Water Board to send an official letter to PacifiCorp requesting that the application be resubmitted by September 30th so that mounting water quality and fisheries issues can be properly addressed.
KLAMATH DAM REMOVAL SUPPORTERS TO CONGREGATE

Craig Tucker, a spokesperson for the Karuk tribe. Tucker said that the
Day of Action will take place in Portland at the headquarters of PacifiCorp, the company that owns the dams, in an attempt to “put attention on the struggle to remove the dams.”

GROUPS CLAIM BUSH RUSHING TO REWRITE ENDANGERED SPECIES RULES

The Interior Department set a 30-day public comment period last week on an administration proposal that would allow federal agencies approving or funding dams, highways and other projects to decide for themselves — without input from government experts — whether endangered species are likely to be harmed. That's half the time that was originally scheduled in a draft obtained by The Associated Press. A shorter timeframe would give the administration a better chance of imposing the rules before November's presidential election.

Gov. Schwarzenegger recently joined the governors of Oregon and Washington to announce ambitious goals to safeguard critical marine resources along the West Coast. Among other things, the plan calls for cleaning up coastal waters, restoring fisheries, combating climate change, reducing the impacts of offshore development and fostering economic development in coastal communities. These are all laudable ambitions that, if done correctly, can make a real difference to protect the Pacific Ocean off these state's coasts and sustain marine resources. But protecting these important resources will take more than an announcement from three governors.
CALIFORNIA SUPPORTS WINNEMUM WINTU TRIBE: SENATE PASSES JOINT RESOLUTION

The California Senate on Wednesday passed a Joint Resolution urging the federal government to restore federal recognition status to the Winnemem Wintu Tribe. The resolution, authored by Assembly Member Huffman, passed with 24 votes. The Tribe has played a big leadership role in the battle to restore the California Delta and Central Valley rivers and stop the raising of Shasta Dam.

The workshops have three goals: (1) to review current California policy on wild salmon protection; (2) to identify the top causes of wild salmon population decline; and (3) to receive feedback from the public on how the OPC can help ensure wild populations of salmon exist in California for future generations. Documentary films and footage will inspire and inform the audience about the Klamath and its salmon, as well as Tribes, fishermen, and the extraordinary grassroots actions these groups have taken to un-dam the river. Speakers from Tribal and commercial fishing communities will present the films. Opportunities for organizing for the Klamath Justice Coalition's September 18th PacifiCorp Day of Action Demanding Dam Removal will be available. Admission is by donation.
