Did Blackwater start the fires in Potrero?

Here's a theory. What if mercenaries working for blackwater or independently set the fires around Potrero so by razing the land the city and others could eventually pave it and build more Blackwater barracks? Maybe instead it was bad contractors who did this so they could get money for future construction contracts like building construction (sheetrock, lumber, electrical) or paving/asphalt.
