FIRE SEASON ENDS IN THE CITY OF ASHLAND The Oregon Department of Forestry has declared the end to the 2007 fire season. For residents in the City of Ashland,
this means that all fire season related restrictions have been lifted from all private and publicly owned lands within the city limits. As determined by the Ashland Municipal Code, outdoor burning will be allowed for two weeks by permit only on days when Jackson County air quality index is determined to be 401 or above. New burning rules were adopted by the Ashland City Council in April 2007, which significantly changes the materials which can be burned. In limited situations, a burn permit may be issued for materials resulting from wildfire fuel reduction in the Wildfire Hazard Zone and noxious weeds throughout the City of Ashland. More information regarding current burning rules can be found at  http://www.ashland.or.us/burning. The last day burning will be allowed in the fall
is Monday, October 15, 2007.

Residents are encouraged to use alternatives to burning such as chipping, composting or transporting to a biomass facility. Yard trimmings and clippings are no longer permitted to be burned. Leaves, grass, garbage, construction debris,
stumps or any materials creating obnoxious odors are not permitted. Burn permits for City of Ashland residents may be obtained by calling 482-2770 between 8:00am and 5:00pm. An inspection is required prior to the issuance of the permit.

The end of fire season can create new fire safety concerns indoors. Heating devices, cooking appliances, candles and incense can present a fire hazard if not maintained and used properly. Complete a home inspection to make sure there is proper clearance from heating appliances to combustible items such as furniture, newspapers and curtains. If using candles or incense, remember to blow them out before you go out.(end)

War Resister to Speak in Medford on October 13th. No one doubts that it takes a lot of courage to join the military and fight for one’s country in a foreign land. What is not so well known is that it takes even more courage to refuse to fight and become a conscientious objector after one joins the military and realizes that intentional killing in an unjust war is wrong.

Gerry Condon knows what it feels like to be confronted by the choice of following his conscience or ignoring it and going to war. In 1969 Condon deserted from the U.S. Army rather than be shipped to Vietnam to fight. He lived for three years in Sweden and three more in Canada, where he organized for amnesty for U.S. war resisters, which was eventually granted by Congress.

For the past three years, Condon has been working with another generation of American youth who are fleeing an unjust war and seeking sanctuary in Canada. He is director of Project Safe Haven and he maintains a blog at  http://www.SoldierSayNo.blogspot.com.

On Saturday, Oct. 13, at 6 pm, Condon will be speaking and showing his film, Breaking Ranks, about four young U.S. soldiers who fled to Canada rather than fight in the Iraq War. Sponsored by Citizens for Peace & Justice, the program will be held in Lidgate Hall behind the Medford Congregational United Church of Christ, 1801 E. Jackson St. The public is invited to attend this free film and lecture. Members will serve a light dinner. All donations will benefit Condon’s work with Project Safe Haven.

-[ashland-community-action] Greater Bear Creek Valley Regional Problem Solving plan, public hearing Oct 10 -- Dear Residents of Jackson County :

If you care about how the cities in the Greater Bear Creek Valley will grow in the future, about what happens to the farm land that remains here, about traffic, clean water, schools and jobs, then you might be interested to know that there is a plan being considered that will have an impact on all of these things for decades to come.

After more than eight years of meetings and negotiations, the Regional Problem Solving (RPS) plan is ready for public review and comment. Citizens who are concerned about the future of the Bear Creek Valley are encouraged to review the plan and to provide input at public hearings scheduled for September 24 and October 10.

If you live in or near Ashland, Central Point, Eagle Point, Jacksonville, Medford, Phoenix or Talent, this plan will affect you and the places we leave for our children and grandchildren. The plan will guide growth for several decades--the time it takes the population of the region to double from about 160,000 to 320,000 people. It will dictate which lands are priorities for urban expansion, what farm land may be sacrificed, and which will be left for use as farms. Decisions made under this plan will determine where future may roads go, whether or not public transit will be feasible, and where stores and employment centers may be located.

Public input is being sought at two public hearings scheduled in the weeks to come:

Copies of the plan and the maps showing proposed growth areas will be available for review, and representatives from the jurisdictions will be there to answer questions for those interested in testifying. Oregon Heritage Forests An evening on the BLM's "Whopper"

Join KS Wild the Oregon Heritage Forests campaign for a presentation on the Bureau of Land Management's (BLM) plans to dramatically increase clearcut logging in currently protected old-growth and streamside forests on public lands stretching from the Willamette to the Rogue Valley. Learn about the proposal, its implications, and a community alternative that protects old-growth and provides for a stable timber supply. The evening will focus on tips and suggestions for letter-writing in the 90-day public commenting period that ends November, 9, 2007.

What is the WOPR?

The BLM is currently revising its management plans for western Oregon and proposes to triple logging levels by removing and weakening important environmental protections. Rather than generate broad community support by focusing management in previously logged areas, the BLM wants to log more old-growth in Oregon’s heritage forests.

On August 10th, the BLM released its Draft Environmental Impact Statement for the Western Oregon Plan Revisions (WOPR). The WOPR is a key part of a 2003 legal settlement between the timber industry and Bush Administration to do away with old growth forest reserves, clean water safeguards and other protections established by the landmark Northwest Forest Plan.

There is much at stake for Oregonians’ outdoor, clean water and wildlife heritage. The nearly 2.6 million acres covered by the WOPR encompass much of Oregon’s last, remaining old growth forests, Wild and Scenic rivers, municipal drinking water supplies for cities and towns, some of the state’s most prized fishing and hunting grounds and habitat for myriad rare and imperiled species, including all five species of Pacific salmon. The WOPR also proposes to designate 10 new "Off-Highway-Vehicle Emphasis Areas" in southwest Oregon, including the controversial Johns Peak/Timbered Mountain proposal outside of Jacksonville.

A Better Way Forward

Oregonians don’t have to choose between a healthy timber industry and their old-growth forest heritage. The vast majority of the public who commented on WOPR in “scoping” asked the BLM to protect all remaining old-growth and focus management in thinning existing plantations. Many Oregon forest managers are already moving beyond the conflicts of the past. By focusing on previously logged public forestlands they are providing wood to local mills while actually improving conditions for fish and wildlife and keeping saws out of old growth forests. Additionally, our public lands should be managed for the various values they provide, including economic revenue from tourism and recreation, as well as ecological services such as water filtration, air purification, soil stabilization and climate control.

It is disappointing that at a time when public consensus for old-growth protection and second-growth thinning has never been stronger, the BLM is proposing to clearcut forests older than our nation and turn complex ecosystems into tree plantations most susceptible to severe wildfire. But it doesn't have to be this way. Please join us on October 16th to learn, discuss, take action and speak up for the future of BLM forests and rivers.
